Negotiating is fine if it's within reason (as a buyer or artist)
Haggling down could be rude/diserspectful towards the artist, especially if they work at a p/hr rate.

Interesting poll. I see Illustration as a service like any other, like a hairdresser for example. I never go to a hairdresser and hagger over the price. That is just rude.
